Log Horizon - ep09

Now his plan has began with the beginning of the conference. That in the end it appears to he invited various guilds for the purpose of representing all of Akihabara. The first of these is Black Sword Knights, Honesty, Silver Swords, and DDD they are their representing the combat guilds. Next is Roderic Merchant Guild, Marine Agency, and Shopping Street 8 which are representing the merchant guilds. Lastly Crescent Moon Alliance, Grander, and Radio Market representing the small guilds. That the purpose of the conference is to create a council to maintain order in the lawless Akihabara, but it doesn't take long before one of the guilds bow out. Silver Swords leave because they feel that what happens in the city has nothing to do with them and will not effect them. Although it appears that in the future they will regret their decision.

Then when the issue of laws are brought up Black Sword Knights bring up the issue of that there are laws, that no fighting is allowed in town. Although Shiroe corrects by stating this is a natural phoneme it not that they choose not to fight it that they can't fight in town. That it is because of this lawlessness that Hamelin goes unopposed, that this is also why Susukino descend into a state of anarchy because of the action of a single guild. That both are immoral but not illegal. This leads the the question of how who he enforce the laws that the Council would make. It turns out to be very simple since he has bought the guild building.

This simple fact change everything while also reveling what Shiroe want the five million for, this also relates to how he would free the low level players being imprisoned by Hamelin. That with the ownership of the guild building he can deny access to the bank where they store most of their resources. Now with the teleporting gates down it means that they can't travel to another town to with draw their resource. This also means that he denies players the right to enter their guild if it is located within the build, while also controlling the ability to join, leave, and create guilds. That in the end this would force the blacklist guild to leave willing, hence anyone that doesn't abide by the laws are exiled.

This also connects with his war against Hamelin and free the players from their grasp. The only problem is that he doesn't control those that are already inside Hamelin's guild, but to solve that all he needs to do is get them to leave the guild. Then with them in his Territory he can have them leave the guild without Hamelin interfering. This is also convent since is allows him to set an example for those that chose to disobey to laws in the future. This end the suffering that Minori and Touya had to endure. However they don't like the idea of Shiroe's ability to blackmail them but in reality if it wasn't in effect than they wouldn't even think of trying to get along. That in a way it is their fault that it has come down to this because they didn't care about anyone else but themselves. That Shiroe doesn't want to blackmail anyone he just wants to return life to the town that he sees is dying, and to do that they need laws that people will follow to maintain order.
