Now things progress to the final preparation, this is also why Michael the current leader of the angels seeks a meeting with Issei. The reason for this is that Issei is the weakest host in all of history that Ddraig has ever had. This proves to be a problem since he desires to maintain the on going truce that is currently in effect. This is why he is giving Issei Acsalon a dragon slaying sword to even out the balance things out against Vali. That he is helping out Issei in the hopes that his efforts will lead to the preservation of the on going peace that they have had. It seems that there is something that Issei wants to ask him but it appears that Michael has run out of time. However it seems that he is willing to answer anything that he wants at the end of the conference.

That with the meeting coming to a close Issei and Akeno have some time to be together alone. It seems that Akeno is uncomfortable about her association with the Fallen Angels. That is leads her to reveal the nature of her connection how she is a half-breed between a human and a fallen angel. That this truth will lead to Issei hating her because of all the suffering he had to endure because of them. That it's impossible for him not to hate them, and this is the one thing that she fears because she is starting to fall for Issei. That it hurts her when Issei validates her fears by his declaration of his hatred for them. However she is relieved when she hears that what she is doesn't matter to Issei that all that is important to him is Akeno is Akeno, the he accepts her with complete disregard to her past. This blind acceptance that Issei has for her just make her fall hard for him. Which will cause more complication between Issei and Rias because she feels that Issei is just get further away from her while he gets closer to everyone else.

That after everything that has happen they are finally moving to the final act. What is interesting is that it isn't as big of a deal as it was made out to be. Since all of the leader wish for peace to continue even the Fallen Angels which could be held responsibility for the need for this current meeting and discussion over the continuing truce. That it appears that war has been adverted without really any effort. However it could also be that this is merely a smoke screen since there are ominous figure closing in on Rias's clubhouse where both Gasper and Koneko currently are while everyone else is at the meeting. It is possible that Vali is working behind the scene to cause another war because he hates the current era, since he implied that it is unfortunate that god is dead because he would like to fight him.
