In the climax of this arc they built it up in a way where you would believe that things would come down to Issei being force into his dragon form once again for them to finish Kokabiel off. However things end up going in a different direction once Rias fails Kokabiel challenge and the others start in giving aid to finish things. However when with everyone's efforts all the manage to do is scratch him, Kokabiel start drop all these secrets that he is suppose to keep hidden. The reason he does this because he feels it will lead to start another war, which is his desire. While also allowing him to mock Rias while doing so. The first is that at the end of the war, it wasn't just the Fallen Angles and Devils took a major hit but God died as well. That this was kept secret to keep the human in line but there is no more God, which is the main reason the war was called off because there wasn't any point in continuing it. That during this rant he all reveals that Akeno is the daughter of the head-hancho of the Fallen Angels Azazel. This fact is almost as surprising as god is dead.

However at this point is perfectly set up for Issei to transform once again but he losses his chance with the arrival of the white Dragon Albion. Where Albion powers are the reverse of Issei's, another point is that this dragon seems to serve the Fallen Angles where Issei serves the Devils. That in the end it turns out things are still finished by a dragon but by the white dragon instead of the red dragon as things were point to earlier. That it also seems that this dragon master is displeased with Kokabeil because he feels that he went to far and the reason that this dragon is here is to put an end to his foolishness. That this conflict between the dragons also points to a future fight between the two since it seems like the two never liked each other. That with everything resolved there are still a few surprises left. It turns out that Xenovia is Rias news Devil taking her last Knight piece. Then we also find out the identity of this old man that Issei has been hang out with is Akeno's father the leader of the Fallen Angles Azazel. This leads into the next arc which will revolve around how Akeno became a Devil and what her old man wants with Issei.
